Why Two Way?

downtown_SantaCruz_streetThe Downtown Association has asked city council to consider changing traffic patterns on three blocks of Pacific Avenue and two feeder streets to allow for a less convoluted and more welcoming navigation to and around downtown.

With a plethora of downtown issues to focus on, a struggling national economy and increased vacancies, why would this be a priority, especially now as we enter into the busiest retail season of the year?

Earlier this year, the City of Santa Cruz engaged the services of Robert Gibbs, a well-known retail consultant, to assess the city’s economic centers and make recommendations as to how to increase the retail capacity, thereby strengthening the local economy.

Mr. Gibbs came back with a glowing report, confirming that our downtown is working well, with a good mix of tenants, a sound infrastructure, effective management and a healthy level of enforcement. Of course there were a number of recommendations to be considered, many smaller items relating to light pruning, better signage and increased marketing. But the No. 1 overarching comment that was made and has been supported by a tremendous amount of data is that a one-way street is hurting retail business in our downtown and preventing our businesses from performing at their potential.

Like most, I was skeptical. Pacific Avenue seems to be working fine the way it is and there would never be support for changing it. Yet the emphatic insistence, from Gibbs and others, was that if we only did one thing, transforming Pacific back to a two-way street would likely show an increase in retail activity in the neighborhood of 20-30 percent. What I have learned of Mr. Gibbs is that his work is driven by data and statistics, and when he makes claims such as this, that they are founded and backed by tremendous study and research and not just intuition or a feeling that it’s probably a good idea.

I also know that one of the significant deterrents for many of the prospective tenants looking at filling our vacant downtown storefronts has been the one-way street and the confusing traffic patterns. These are companies who have resources to study markets and very clearly understand what even the smallest detail does to their ability to attract and keep a customer base. To them, “Do Not Enter” signs on every block is not a small thing.

The arguments for changing the traffic downtown continued to stack up: Traffic would slow, Pacific Avenue would actually become more pedestrian and bicycle friendly, There would be an increased opportunity to hold events in downtown.

But what convinced me was that we could do a significant trial period with very little investment and without losing any sidewalks or parking. With just re-striping, and removing two barricades and a handful of signs, we could begin an experiment that the experts are telling us will result in a significant increase in business for our local merchants, and we could do this well before the winter holidays.

The Downtown Association Board, representing more than 500 businesses downtown, voted unanimously to recommend to council to take on this simple project and see if the consultant is right.

Downtown Santa Cruz, and Pacific Avenue in particular, represents a lot to all of us. It is, and has always been a center of community. It’s where we meet our friends; it’s where we come together to celebrate our victories. It’s where our culture is born and nurtured; our museum, shops, restaurants and the very street itself provide the forum for our community to be. We all have memories of parades, of trick or treating, of parties and festivals and of our favorite stores throughout the years—some of them are no longer here, many of them still are.

At its core, our downtown is the center of commerce. The vitality of our community is inextricably linked success of our businesses center. There are hundreds of people who have invested to the community by opening a business in downtown. Families, some of whom have been here for generations, some that are just starting out, have made a decision to take a risk, and hope that what they do will be supported by the people of Santa Cruz. The Downtown Association has presented a plan that we very strongly believe could provide a significant benefit to the businesses here, right now.

We would be irresponsible if we didn’t try.

As a long time downtown business owner I can say that this is all just a waste of time and effort indicative of the consistent actions from the Santa Cruz policy makers. The reality is that most of my faithful customers have been detoured by the new pay for parking and the age old street beggars problem. I can't tell you how many customers complain that in order to come to my store, they have to wait in line at one of the FEW parking kiosks that take forever to figure out, only to be confronted by multiple pan handlers which makes them quite uncomfortable shopping downtown. I don't blame them, every day I have to run the same gauntlet just getting to my shop every day.

Santa Cruz, if you really want to make a difference, clean up the mall, take out the parking kiosks, make it easier access for customers to come and shop. Get the bums off the street. Sure the parking revenue is paying your salary, and the world thinks you really care about the homeless, but if you really want to keep the buildings occupied give the patrons a reason to come downtown instead of getting shook down by street bums and parking kiosks.

Chip, In the 100+ page report that Gibbs submitted to the City, where is the data? There isn't any. I guess we should just take your word for it that Gibbs actually used data? People, please read the report, it is definitely not data driven.

More pedestrian and bike friendly? Are you kidding? How exactly is adding more traffic downtown going to make it friendlier for the two? Frankly, if you made it a pedestrian mall with better public transit and easier parking, that would be more bike and pedestrian friendly.
I just spent time in Calgary Alberta, that have two streets that are pedestrian only and the stores are thriving. Same in Portland. They have a free train that runs downtown.
It's a joy to wander and shop in both these places. I lived in Santa Cruz for thirty years and worked downtown as well. You want merchants to be happy and prosper? Help them with the vagrants who pan handle their customers, provide better parking solutions, and think of a way that public transit can be used . The latter being the biggest influence in my experience. People like to have an easy way to get t shops without the hassle of parking. As well, isn't Santa Cruz looking for ways to be "green". Adding another lane of polluting vehicles driving around looking for parking(that IS what they do not look at shops) isn't good for anyone. Please rethink this.

I have to agree with the first poster as far as cleaning up the place. People who drive down Pacific might be inclined to just keep on going if they see what they would have to deal with if they get out of their cars.

From my point of few, this project, the trolley and the homeless parking meter do nothing for my business. I am confused how the DTA represents 500 businesses when we are forced to pay their tab? With that said we all do better when Downtown Santa Cruz does better, SO CLEAN IT UP then call me about traffic patterns. People do not feel safe downtown. Come spend a day looking out my storefront. We were irresponsible when we ignored the real issue and then hired a guy to tell us what to do. It is right in our faces. See you Thursday!

Wesak (Water) Taurus Solar Festival, Buddha Blesses the Earth

A most important celebration occurs Sunday, May 3—the Wesak Taurus Buddha Solar Festival/full moon. At the moment of the full moon the Buddha’s presence enters the Earth plane for eight minutes. He brings the Will-to-Good from the Father, which, when reaching humanity becomes goodwill (Mother Principle). Held yearly in a valley hidden deep within the Himalayas, the Wesak festival is prepared for for months in advance (beginning at Winter Solstice). On festival day, amidst pilgrims, disciples and Holy Ones gathered in the valley, the Buddha is invoked through movement, symbols and mantrams. At the moment of the full moon, hearing the words, “We are ready, Buddha, come,” the Lord of Illumination (brother of the Christ) appears in the clouds above the altar to emanate forth the will and purpose of God to earth. The blessing of the father is then held in safekeeping for distribution at the June full moon Goodwill Festival. The day of Wesak (May 3, 8:42 p.m. West Coast) all disciples (east and west) place crystal vessels filled with pure water outside (in gardens, on rooftops, porches and steps) under the heavens. As the Buddha blesses the world, all waters, including waters within our bodies, are blessed. The Buddha is accompanied by the Forces of Enlightenment to illuminate humanity’s minds. Humanity then begins to express new constructive, productive and beneficial ways of the Art of Livingness. Wesak covers five days—two days (before) of dedicated preparation, the actual festival “Day of Safeguarding,” and two days (after) distributing goodwill (the NGWS to humanity). Join us in the Valley by reciting the Great Invocation, mantra of direction for humanity.
